         <description><![CDATA[<div>Impact of jays treaties: France sees this as an alliance with their enemy.<br>They begin to antagonize american merchants and ships.&nbsp;<br>Adams response:<br>Adams sends a diplomatic envoy to France.&nbsp;<br>3 Americans were not well received, 2 were deported, told the other to tell Adams they wouldn't talk until we pay them money. Extremely disrespectful.&nbsp;<br>Adams response: goes in front of congress and gave a speech. blasted france for how they responded to our attempt to make peace. Called the French guys xyz. asked congress for money to build the navy. Will engage in the quasi war. we will shoot at the french, only if they come after the u.s<br>Rest of Adams administration is an ongoing naval conflict called the quasi war.<br>President Adams sends a second envoy to France and they were able to negotiate peace<br><br></div>]]></description>
