         <description><![CDATA[<div>Don't help if they don't&nbsp; have a major problem (over 5 million deaths). Maybe you can try to stop two countries from fighting but if it started and they don't request help, just leave them alone. This is because you don't want to have problems with countries by helping them when they don't want help. If you do help, don't send lots of people or the country might be intimidated by you and refuse your help. If you send money/food with a few people to distribute it they will have no choice but to accept. After the war or conflict is done however the UN should help wether the country accepts or not to install or keep peace.</div>]]></description>

         <description><![CDATA[<div>It really depends on the type of issue the country has, also the gravity of the situation. For example, a situation where outside countries should intervene, is the North Korean famine. They did not want any help from outside, but MILLIONS of people died because of that choice they made. <br>If the issue has to do with something that is not as "serious", then no one should intervene.<br><strong>SECURITY COUNCIL<br></strong>Over the decades, the UN has helped to end numerous conflicts, often through actions of the Security Council.&nbsp; When a complaint concerning a threat to peace is brought, the Council's first action is to recommend to the parties to try to reach agreement by peaceful means. It may appoint special representative or request the Secretary-General to do so or to use his good offices.<br>When a dispute leads to fighting, the Council's first concern is to bring it to an end as soon as possible. It also deploys<a href="http://www.un.org/en/peacekeeping/">&nbsp;</a>United Nations peacekeeping operations.&nbsp; The Council may decide on enforcement measures, economic sanctions or collective military action.</div>]]></description>

Especially when there are a lack of resources or healthcare that could be provided by other countries. It also depends on weather or not the conflict is affecting neighbouring countries. For example a refugee crisis or if the fighting is spreading outside the borders of the country. When the country itself cannot deal with the situation as it doesn't just involve their country anymore,&nbsp; then people should intervene. However if the situation gets out of hand and it is difficult for individual countries to help then the UN peacekeeping department can, they help maintain ceasefires and deal with civil wars as well as inter-state wars and can &nbsp;</div><div>"change political landscape."</div><div><br></div>]]></description>

         <description><![CDATA[<div>What the UN can do is to send can food and water to the regions who need them. Also, even if the other country refuses for help, they should help them even so, so that no further disaster like death occurs in that country.<br>Also, the soldiers and people who are involved in the United Nation Peacekeeping Operations can keep on involving in tryin to make peace in countries with ongoing conflicts. Since this operation has a big role in communicating with the people in the countries with conflict, they could come up with doable new ideas about how they could improve the current situation and try to keep peace if there is or make peace.&nbsp;<br>Also the general assembly should come together more after, not only in emergencies. Although it's hard since all the generals from different counties has to meet together, but generals should talk with each other more to make more&nbsp;solutions since there are stil multiple ongoing conflicts.</div>]]></description>

The Council's first concern is to bring it to an end as soon as possible. The people is the priority and if they need help then we help. The UNTSO (A.K.A. UN peacekeeping) was made to monitor and then is gotten out of hand help them out. So far there have been 69 operations to end conflict. The UNTSO has evolved to meet demands of different conflict and change a political landscape.</div>]]></description>
