"Everything i see speaks to me-to me!"
Not everything can really speak, not everything will speak to you as you walk by. What Hughes is trying to say is sarcastic because when you walk down the street there might only be people talking talking to you, nothing other than that. I don't think the walls, floors, etc. Will speak to you. He can be imagining that they are but it's not realistic. Hughes can possibly be saying that Langston missed how things used to be, and now that he's back everything is just coming back to him.

The author is probably trying to make the reader think better of nature and how Langston feels about it. It's all about rhythm. And, if you think about it, poems are kinda like songs. Besides, in a river, you may hear things like animal calls, branches moving in the breeze, the waves of the water, etc., and it's just being considered as singing.

We can picture him sitting quietly on the train as ideas pop into his head and then are crafted into a poem on an envelope from his father. You can picture a gleam in his eye as he imagines sharing this poem with others.
This impacts the tone of the text in a positive way. The fact that Langston is inspired and wants to inspire others shows the positive nature of the text.
