         <description><![CDATA[<p>The U.S. Congress shall be composed of two houses, the Senate, and the House of Representative. The Senate is made of two representatives from each state. Vice President of the United States is the President of the Senate, but doesn't have a vote. The Senate has the sole power to try the impeachment of a president. The number of representatives for the House of Representatives shall be determined by state populations, with one speaker of the house, and other officers. The House of Representatives has the sole power of impeachment of the president.</p>]]></description>

         <title>Impeachment Process</title>

         <description><![CDATA[<p>The House of Representatives has the sole power to impeach. 
</p><p>1.  Either an inquiry of impeachment or a bill of
impeachment is referred to the Judiciary Committee.
</p><p>2.  The Judiciary Committee then votes on the
inquiry, deciding if there is enough evidence for impeachment or not.
</p><p>3.  The full House of Representatives then votes to
approve the decision to continue with a full impeachment hearing.
</p><p>4.  The Judiciary Committee holds hearing into the
accusations. 
</p><p>5.  The Judiciary Committee must then vote on the
bills of impeachment and pass a report on to the House of Representatives. This
sets forth the articles of impeachment. 
</p><p>6.  The House of Representatives now has the right
to over-turn a Judiciary Committee vote in which the majority voted against
impeachment. With a simple majority deciding, they vote on the bill passed by
the Judiciary Committee to decide if they will bring the case before the Senate
or not. </p>]]></description>

Borrow money on the credit of the United States.<br>4. Regulate commerce.<br>5. To coin money and regulate the value thereof. <br>6. Establish post offices.<br>7. Promote science and useful art.<br>8. To declare war.<br>9. To provide and maintain an army.<br>10. To provide and maintain a Navy.</p><p>The Elastic clause states that congress has the power to execute all things necessary,&nbsp;</p><p>and proper, this means that congress can do anything that is needed to help the country.</p>]]></description>

         <title>Limits on the Power of the States</title>

         <description><![CDATA[<p>Congress regulates these limits for the power of the states:</p><p>1. Unable to enter into any alliance, treaty or confederation.</p><p>2. Unable to coin money or make anything other than gold or silver coin as a legal tender for payments.</p><p>3. Unable to grant any titles of nobility.</p><p>4. The states need the approval of Congress to lay any imposts or duties on imports and exports, excluding necessary inspection laws. </p><p>5. Unable to keep troops in war in times of peace without the consent of Congress.</p><p>6. Unable to lay any Duty of Tonnage or enter into an Agreement or Compact with any state or foreign power.</p><p>7. Unable to engage in war unless in danger or invasion, in which case there should not be any delay.</p>]]></description>
