In the story, Vergil injects himself with complex biochips made of protein molecules after testing them on lab rats. The chips start interacting with every cell in his body and the cells gain the ability to think on  their own. They cooperate among each other and change overall characteristics of Vergil. At one point, Vergil explains to his friend Edward that he is listening to some sort of music produced from his blood, veins,etc. The title of the story can be inferred from this particular passage.

He creates simple biological computers based on his own lymphocytes.After getting orders from his nervous employer to destroy his work, he injects the 'noocytes' in his own body so that he can carry out experiments later on when he get out of there. But after sometime, the viruses started to show their sign in his body. They started to multiply, which alter his own genes. He was not able to get rid of the noocytes.

If we observe music in depth, we find that music resonates with the spirit. The spiritual significance of music is that it can transcend communities, culture and creed. The similar thing we can see here in the story when the humans infected by the noocytes as virgil calls the viruses he invented, starts conversations with their noocytes. The viruses were showing signs of something that are only related to humans. They have started to sing. Maybe that's why, the story is titled 'Blood Music'

2. We can observe that Virgil felt the communications made by the noocytes that they were supposed to do when we answered the previous questions. They started thinking and making decisions on their own. These bio chips were self learnt bio chemical AI simulated chips which can modify controls over human  cells at cell radius level. After inserting the chips, they communicate  with carried data stored to cells and try to change their structure and creating new creatures. Sound wave flow in air and some different mediums . So he compared the flow of blood to music . The beautiness of music is it can cause goosebumps in our body. So to make it more lively , he used it in the title.
