In Cameroon my country, given the well-established links between corruption and lower levels of peace, justice and equality, we’ve argued for a long time that anti-corruption must be central to the international community’s 2030 Agenda for Sustainable Development. Where corruption plagues hospitals, progress towards targets on healthcare (SDG 3) will be limited. Where corruption blights schools, targets on education (SDG 4) are unlikely to be realised. Where corruption infests service delivery, goals on poverty eradication (SDG 1), clean water (SDG 6) and affordable energy (SDG 7) will be almost impossible to achieve.

Sustainable Development Goal 16, which focuses on peace, justice and inclusion, is the keystone of the 2030 Agenda. Without headway towards peaceful, just and inclusive societies, any progress towards the other sustainable development goals is likely to be fragmentary, short-lived and volatile.

That’s why it’s so important to track how quickly countries are progressing towards – or regressing away from – four ambitious anti-corruption targets set out under SDG 16:

The SDGs and their targets encapsulate the ideals, goals and demands of Human Rights. The SDGs are fundamental human rights that all citizens, everywhere have the right to enjoy and benefit from. Corruption however, ensures that only some (the most privileged) get to attain these rights at the expense of all others. Corruption is therefore a human rights violation.

The right to equality before the law is preserved if SDG 16 is met. The right to freedom from torture, cruel or degrading treatment or punishment is preserved if SDGs 3, 6, 8, 10 and 16 are met. Corruption in the public sector negatively impact several human rights, including the right to an adequate standard of living. Corruption disproportionally affects the poor and most vulnerable people in society, since they are the ones that depend the most on public goods and services. Combating corruption in this sector has a direct positive impact in the standards of living of many as public resources are used to really offer better public services and goods, instead of being diverted to corruption or used to pay for lower-quality goods and services provided by actors involved in corruption.

Corruption directly affects the human rights; like, right to information, live with dignity, wellbeing, freedom, gender violence, access to justice, access to basic needs, etc. And SDGs are for the holistic development of the human kind. If there is corruption then the achieving the all 17 goals of the SGDs are not possible.

Corruption deduces or even deters access to basic services that also includes fundamental human rights. The vulnerable population, namely women, PWDs and children are most affected by corruption, particularly in crisis/fragile contexts. Due to greediness corruption denies people to have full access to basic needs such as health facilities, food and clean water, the funds allocated to serve those purpose are being embezzled by few individuals for personal gains hence denies rights.

Corruption prohibits right to justice for the vulnerable poor, marginalized. They are afraid of meeting justice center or service providers for the fear of bribery. Living in the society with dignity, peace deeply interrupted for corruption. Corruption is an evil that impacts on all human rights, including the right to life. Since the link is often not seen or the impact of it is not always immediate, sometimes public fails to consider corruption as a huge issue. In my work in anti corruption, I have heard people saying that a politician/public official taking a bribe once in a while is not a huge issue. In order to combat corruption, we would need to work to combat these attitudes through awareness raising, so that public become the watchdogs, championing transparency and accountability at all times in all sectors.
