In order to work the land it would take a long long time since they don't have the resources to do it rapidly. If they lose the land they would lose all the crops, and therefore wouldn't have any more safe food to eat, they would have to work on radioactive land and this would negatively impact everyone's health.

They need support from the ministry of technology to get a LandRover 3000, which will absorb the water at a faster rate. They also need a Cropnana 2.0 to automatically mix in fertilizer and prepare the land for the crops. If they receive this support, they would gladly be willing to cooperate with the government and give them the water they have for free, but they would need to receive a monthly payment for the water, since it was their main source of income, and they would use this money to work on improving their harvests and crops.

Also the ministry is going to build a little reserve and the public services will filtrate this water with a water filter that the ministry will lend and this water could be useful in a future. 
Also they (as the ministers of ecology) will supply water for free to the other ministers because they can take out radiation from water. 
They will give the water to the government and they will supply it. 
They will also cooperate with the ministries that need the ecology help help. Public services will also provide protection to our ministry in order ti maintain our supplies safe.
