         <description><![CDATA[<div>I agree that Congress shouldn't have had that power, as it did clash with the US Constitution, and led to Judicial Review being a necessity to the Marbury v Madison case. The Supremacy Clause is also put into effect for this reason added on, and it proves its effectiveness  by having normal legislation deflected from being utilized.</div>]]></description>
