During war president's usually have to make the choice on, should we intervene in the war, should we aid the side we like? Should we sit it out, if they do intervene they had to decide how rationing and war time production will occur and how to keep our economy strong. How to occupy the country successful and how to win. We also have to make sure we keep the public happy and make, 1: Nationally, war can affect how our Government operates and makes choices especially if the war is major or includes one of our allies or us directly, they also have to make choices on how to keep stability and how to either stay neutral and make peace, or we can intervene and make sure our economy remains high whilst occupying the country we're at war with successfully. 2: Globally, war can impact our country's reputation and how other nations think of us, especially if we had commit war crimes or other violence and especially if we are a aggressor so the Government wants to make sure none of these problems arise.
3: Personally, If we are at war and it is attacking our mainland or damaging our supply and trade routes it could deeply effect our economy which can possibly start food shortages or even famines, so it is the Government's job to secure our trade lines and make this doesn't occur.

1: Nationally, If we want to retain peace and stability our Government must keep everyone happy and control pro-war people and make sure war doesn't erupt, attempting to stay out of conflicts and having a good foreign policy to keep us secure while simultaneously being armed with soldiers.
2: Globally, If we want to keep peace and stay out of conflicts it is important we have skilled diplomats and make sure the world remains on our side, especially if the peace is broken. As a Government you want to push for the longest future peace as possible.
3: Personally, sometimes the public and the Government can be on differing sides, the Government's job is to make sure the Population remains happy and safe, as if majority of the population is pro-war it can result in unrest etc.
