Victor was born on April 30th in 1976 in Pomona, California. It took place in Pensacola, Florida in year 2001. He also received his wings of gold in that year. A few years later, in 2007, he was designated to be a test pilot. He then did a test pilot with the Dust Devils, and the Evaluation Squadron VX-31.
