         <description><![CDATA[<p>In this first lesson, we had an icebreaker with a dynamic of accommodating us according to our date of birth without saying a word! Haha we almost did it!! We also reviewed the general outline of the course, and the expectations of our teacher, Sarah Denomy, who also clearly explained to us the restrictions and main academic offenses, the correct use of AI, as well as the main assignments that should not be missed during the course over the weeks, in conclusion, how to achieve comprehensive learning that each student is expected to complete. Finally, we delve a little deeper into the topic of the Public Sector, where the resource for public institutions comes from, which is divided primarily into tax revenues such as the sales tax on the purchases we make, the income tax, and the taxes paid by businesses, secondly by transfers from the federal government and finally by licensing fees.</p>]]></description>

         <title>Module Two</title>

         <description><![CDATA[<p>In this module, we saw which are the main public organizations, among which we find those governed by the Municipal, Provincial, and Federal Government. As well as those agencies focused on health care, education, and military service. We learned about cooperative purchasing, which is a partnership between agencies to jointly purchase goods and services. What are the types of benefits and challenges you currently face (pooled, pooled, consortium, and formal cooperative purchasing)? We concluded with a presentation on The last block of the class was in a group of 4 to choose a public company, in which we had to investigate what its function is, what they will buy, and from whom; In our group made up of Jolie and Chloe we chose CRA to work with, which was a little difficult to find clear information about it but we finally managed to do it. It was an interesting activity since we have heard a lot about most of the companies exhibited, however we never delved into investigating this type of information.</p>]]></description>

         <title>Module Three &amp; Four</title>

         <description><![CDATA[<p>In this module we first talked about the risks, the types of risks, and their classification, as well as we analyzed the risk map in which the impact of a risk and the probability of its occurrence are reviewed. We simplified in class some aspects that we deduced from simply reading to be in a category but when analyzing a little more the possible consequences that occur, the perception regularly changed. That is why it is important to thoroughly analyze what the impacts would be if something important happens, especially speaking of government purchases. We talked about how to manage them, whether avoiding them, transferring them, or managing them. I must emphasize that during the class there were several questions since the topic of purchases, risks, and ethics (which we will see later) in public companies is very broad and always is interesting want to learn more. Finally, we conclude the class by analyzing the midterm case analysis and the teacher's expectations for this area.</p>]]></description>

         <description><![CDATA[<p>n this module number 5, we begin reading with a small review of the last class about risk management, and then move on to the topic of laws, specifically Common Law, Law of Agency</p><p>Contract Law, and contract comparison, we deal with the issue of the agencies that function as regulators of companies which set the limits regarding public contracts, that is, tenders, we review a common contract and we meet in pairs, in My case involved me with Shino and we were assigned a specific case which we had to review what happened and briefly explain it, in our case it was: Double N. Earthmovers Ltd. vs. Edmonton (2007)</p><p>where summing up prior to the contract award, Double N had informed the City that Sureway did not own 1980 or newer equipment. The City chose not to investigate the matter. In the end, the Sureway bid was considered the lowest and the City awarded the contract to Sureway.</p><p>It was very interesting to see how errors in important contracts occur, some go unnoticed and some, as in this case, go overlooked because the consequences of rescinding a contract can be detrimental to important decisions to be made at the time of the decision to buy.</p>]]></description>

         <description><![CDATA[<p>We are almost halfway through the course and with this we arrive at one of the topics that excites me very much, the tenders!!</p><p>After doing a small review of the previous module we now move on to competitive bidding, what are the bases for a good competitive bidding, and here Integrity invariably stands out: open, fair and transparent. We review its meaning, what the main documents and the counterpart , that is, non-competitive contracting.</p><p>For several years I was immersed in the subject of tenders, contract review and, not least, the follow-up once awarded, but without a doubt, making a good tender saves you from loss of resources, saving problems and good practice will save you. It gives increasingly better tools to improve with each purchase.</p><p>As we saw in the reading, it is very important to know which submissions will be evaluated, the prices, to know what our limit is and to identify our needs, because the price defines the winner, to know that it is and that it is not negotiable when hiring. How will you make the selection if multiple or a single seller, know what happens if there is only one offer and also if there is any clause within our contracts that generates some type of privilege.</p><p>Let us not forget that ethics and responsibility must represent us at all times, even when talking about tenders.</p>]]></description>

         <description><![CDATA[<p>Halfway through the course and with this we arrived at the Hamildon's Wiper Blades analysis case, in which the class discussed what I should do in more depth, what to take into account to do it, important aspects to consider that included 7 steps, Define the topic, Analyze case data, Generate alternatives, Determine decision criteria, Evaluate alternatives, Select a final recommendation and develop an implementation plan.</p><p>In this first delivery it would be done individually, and in general the case to be discussed speaks of the fact that Hamidon City Council was having problems with its procurement system and therefore was not meeting its objective. The problem itself was that the customer was not provided with a windshield wiper blade, which is an essential component of a snowmobile that is used to remove snow from the roads, causing problems even for the general population.</p>]]></description>

         <description><![CDATA[<p>After a brief review of the past reading, we went on to review the second module of public bidding, we learned about the development of specifications of goods and services that each company needs. That is, describing the physical/functional/performance characteristics of a good or service that is needed can be used to communicate to the public what the Agency needs, or as the starting point to construct a document or also the initial request of the internal client. may include specifications of what procurement support is or may need. </p><p>Types of specifications, design, and development were also addressed.</p><p>In addition to the brand name specifications, in this case, agencies may indicate a specific brand or may say "or equivalent" to communicate that the Agency may accept products similar to the identified brand. Finally, technical specifications and scope of work.</p><p>Then we moved on to a team activity, where we were assigned the task of listing the specifications to furnish an office.          <description><![CDATA[<p>After the review of module 8, in reading 9 the evaluation criteria such as qualification of suppliers and their offers were reviewed, as well as the criteria to consider and specific requirements to finally move on to the evaluation meetings.</p><p>Several examples of evaluation criteria were reviewed for comparison and further developed one by one.</p><p>In the end, we learned that although the beginning and development part is important, the meeting where the conclusions are reviewed should not be left out, this means a Post-close phase in which the proposal closes, Evaluation, Interviews/demonstrations are contemplated. ,Award, Debrief,Contract documentation.</p>]]></description>

         <description><![CDATA[<p>This module was also very interesting because the topic of ethics and fraud in public procurement was reviewed, ethical behavior in public and private procurement was discussed, always demonstrating solid ethical behavior.</p><p>We identify personal purchasing through commercial contractsb, accepting favors or accepting gifts from suppliers. As well as sharp practices, deceiving suppliers to generate an advantage over them or giving preferential treatment to suppliers who are also customers. We learned about the Canadian legal framework regarding ethics.</p><p>A very interesting topic that although although the majority knows what is right or wrong, but above all in daily life, it is important to know what acts are considered unethical within organizations and to ask the necessary questions about them. whoever it is to generate a culture of ethics in everything we do.</p>]]></description>

         <description><![CDATA[<p>This module was dedicated entirely to presenting our SILEx Group presentations. Personally, I felt that we did a good job despite the nerves. My team made up of Chloe, Jolie and Airton is very dedicated and we paid full attention to the details so that it turned out as best as possible. Start Jolie with the general aspects and Introduction, Issues and benefits, and then Airton and I talk about the barcodig options that resulted from our research, and finally Chloe concludes with the presentation, the division of the presentation was balanced and flowed well.</p>]]></description>

         <description><![CDATA[<p>In this module, we review the contract, followed by supplier management, which is the final step of the competitive public procurement process. It was what we reviewed in this penultimate reading since the effort does not end with the contract, but the management of relationships with suppliers begins. In this module, we learned about contract execution and how to manage the contract and the relationship with the supplier so that both parties benefit.</p><p>In the reading, apart from reviewing the topic of contracts and their characteristics, the types that exist, the development analysis of the suppliers was also reviewed, which is important to generate fluid work, with suppliers that cover the company's needs well and with This ensures good performance in every sense, that is the importance of having a good team of suppliers!</p>]]></description>

         <description><![CDATA[<p>and Finally, the end of this journey came to an end within the exciting world of public procurement. It was very enriching, although he already had previous knowledge in my country. It was very interesting to see how in the end, although languages are different, culture and customs change, some things will never change like a well-planned methodology, with its own limitations that make it viable and effective, with tools for possible variations that arise in the process and governed by the values of commitment, ethics and responsibility in all of them. I loved this course and I certainly hope to put into practice what I learned very soon, since there is nothing I love more than having the opportunity to work within the public sector, where growing professionally is important but being able to serve others it not have a price! </p><p>       Thank you for our Professor  Sarah Denomy!</p>]]></description>
