         <description><![CDATA[<div>The Battle of the Atlantic involved German U-boats trying to sink cargo ships bringing supplies to Britain. This had the potential to cause food shortages in Britain. To ensure people did not starve, <strong>rationing</strong> was introduced to make sure people got enough food to live on. Without rationing, food prices would have risen dramatically and there was a danger that poorer people would not be able to afford to eat. Rationing ensured everyone would have access to food. Books of ration vouchers were given out, and these could be exchanged for food. Items such as meat, cheese and sugar were all rationed.</div>]]></description>

Others endured a miserable time away from home. Many evacuees from inner-city areas had never seen farm animals before or eaten vegetables. In many instances a child's upbringing in urban poverty was misinterpreted as parental neglect. Equally, some city dwellers were bored by the countryside, or were even used for tiring agricultural work. Some evacuees made their own arrangements outside the official scheme if they could afford lodgings in areas regarded as safe, or had friends or family to stay with.</div>]]></description>

         <description><![CDATA[<div><strong>At the station</strong></div><div>Children had labels attached to them, as though they were parcels. They stood at railway stations not knowing where they were going nor if they would be split from brothers and sisters who had gathered with them. They felt scared about being away from their families but also excited about going to a place they had never seen before and only read about in books.</div><div><strong>On arrival</strong></div><div>The children arrived in the countryside, tired, hungry and uncertain whether they would ever see their families again.&nbsp;</div><div>They were taken to the village hall, where they would be met by the <strong>billeting officer</strong> (the person in charge of finding them homes). A 'pick-you-own evacuee' sessions would then take place, where <strong>host families</strong> (the people they were going to live with) haggled over the most presentable children while the sicklier and grubbier children were left until last.</div>]]></description>

The first stage of the process began on 1 September 1939 and involved teachers, local authority officials, railway staff, and 17,000 members of the <a href="https://www.iwm.org.uk/history/the-vital-role-of-women-in-the-second-world-war"><strong>Women's Voluntary Service (WVS)</strong></a>. The WVS provided practical assistance, looking after tired and apprehensive evacuees at railway stations and providing refreshments in reception areas and billeting halls.          <description><![CDATA[<div>Post-war changes</div><div><br>In 1942, the Beveridge Report outlined five ‘giant evils’ that caused big problems in society. William Beveridge, the writer of the report, identified these as:&nbsp;</div><ul><li>disease (caused by a lack of healthcare services)&nbsp;<br><br></li><li>idleness (caused by a lack of jobs, or the ability to enter employment)<br><br></li><li>ignorance (caused by poor education, or the inability to access education)<br><br></li><li>squalor (caused by poor quality housing)<br><br></li><li>want (caused by poverty)<br><br></li></ul><div>During World War Two, people had become more used to the government having a greater role in their lives. The Beveridge Report resulted in an expansion of the government’s involvement in providing healthcare, education and pensions to people across the country, known as the <strong>welfare state</strong>. These changes began under the Conservative government led by Winston Churchill. For example, the Education Act was voted into law in 1944 and made a secondary education free and compulsory for all children.&nbsp;<br><br></div><div>When a Labour government came into power following the general election of 1945, the new Prime Minister, Clement Attlee, continued to expand the welfare state. These changes included:&nbsp;<br><br></div><ul><li><strong>Family Allowances Act:</strong> Passed into law in 1945, this introduced child benefit to try and reduce rates of child poverty.&nbsp;<br><br></li><li><strong>The National Health Service:</strong> This was created in 1948 to provide free health care for everyone, regardless of income.<br><br></li></ul><div><br></div>]]></description>

They had seen newsreels of the damage the German <strong>Luftwaffe</strong> had caused in Spain. The city of Guernica had been heavily bombed, and people were shocked to see the devastation that these bombing raids had caused.&nbsp;<br><br></div><div>The British government launched a campaign to show people what they needed to do to be safe, and to maintain public support for the war effort.</div>]]></description>

The children in this photograph are evacuees from Bristol, who have arrived at Brent railway station near Kingsbridge in Devon, 1940. Parents were issued with a list detailing what their children should take with them when evacuated. These items included a gas mask in case, a change of underclothes, night clothes, plimsolls (or slippers), spare stockings or socks, toothbrush, comb, towel, soap, face cloth, handkerchiefs and a warm coat. The children pictured here seem well-equipped for their journey, but many families struggled to provide their children with all of the items listed.</div>]]></description>

Evacuation took place in several waves. The first came on 1 September 1939 - the day Germany invaded Poland and two days before the British <a href="https://www.iwm.org.uk/history/how-europe-went-to-war-in-1939"><strong>declaration of war</strong></a>. Over the course of three days 1.5 million evacuees were sent to rural locations considered to be safe.</div>]]></description>

         <description><![CDATA[<div>On the morning of 31 August 1939 (three days before war broke out), an evacuation order was given for the next day. Children began frantically assembling in their schools early on the morning of 1 September and Operation Pied Piper began in earnest.&nbsp;<br><br></div><div>It was an epic logistical challenge requiring thousands of volunteer helpers. London alone had 1,589 assembly points and although most children boarded evacuation trains at their local stations, trains ran out of the capital’s main stations every nine minutes for nine hours. Some children in London were even evacuated by ship from the River Thames, sailing to ports such as Great Yarmouth, Felixstowe and Lowestoft. The process involved teachers, local authority officials, railway staff and 17,000 members of the Women’s Voluntary Service (WVS), who provided practical assistance, looking after apprehensive and tired evacuees at stations and providing refreshments.</div>]]></description>
