We would talk about assumptive scaffolds. We tend to provide scaffolds before we really know if they need it. IEP students are expected to reach grade level standards, which is the purpose of an IEP. We would talk about lessening scaffolds for students. We need to reject deficit thinking.

Use your data to find students entry point beyond what is written in an IEP. Personalize instruction by making a plan to move the student forward. Does the teacher really understand scaffolding and how to move them forward in that. Learning intensions and success criteria will be important.

Are the adults aware of how they are speaking to students? Track the data. What is the criteria of "talking back" for the individual teacher. What are the communication style of the students you are working with? What has been the interaction history between the students and the teacher? What is the relationship? (Welcoming and affirming)
