Overcrowding could lead to anti-social behaviour, and if we house a large number of people, we may need to employ a security guard to make sure nothing happens.

Our choice of intervention is permitted development. This involves changing the current underused and unused buildings in and around Nottingham from commercial use into accommodation.

Many firms that have seen a downfall in business, perhaps directly as a result of the current pandemic, now have large retail units in prime city centre locations which are currently sitting empty and could be converted into being used more efficiently, such as providing housing.

This is a service and product that allows the unused space in the centre of the city to be reallocated to be used as residential, and thus reduce homelessness in the city.

Beneficiary (Who benefits?): Homeless people in the area are first to benefit from the intervention. But if they can get on their feet and achieve meaningful employment we will all be able to benefit. It could reduce crime and make the area more attractive. Prevention is better than a cure so in the long run it may be cheaper to house homeless before their mental health deteriorates before they become homeless and abuse substances etc. (which is not only tragic but places more pressure on the NHS)

Customer (Who will pay?): Mostly the council through housing benefit etc. since the homeless people are unlikely to have the money to pay for accommodation (a large reason why people are homeless is because they can’t afford a home).

The council will get most of this money through council tax etc. but there’s an opportunity for them to potentially offer loans to homeless people which they could pay back if they find employment.
