Your suggested improvements:
  1. Logic of standards ( should be from 0 -100% instead of from 50 -100%)
  2. Accuracy,  and distingusished levels of criteria (from the lowest to the highest standards), for example " understand completely, mostly, somewhat, litlle - no" instead of completely,  considerable, some, limited understanding.
  3. alignment among criteria: (3: " Writing has some errors and ambiguities, yet does read clearly and coherently" while 4, 2, 1: not mention about the writing skills.
  4. The clarity of laguage in rubric descriptions of creteria:  ( 4  Able to observe, learn and describe accurately major aspects related to; 3:  Able to observe, learn and describe, with a few inaccuracies, some aspects related to ;  2:  Demonstrated limited ability to observe, learn and describe accurately major aspects related to: 1:  Demonstrated no ability to observe, learn and describe accurately major aspects related to

  1. Should design as checklist rubric.  Harder to use and it wasn't 
  2. Not only focus to content but also relate to other criteria as structure or grammar, ... 
  3. Consistent in assessment dimension. What does this mean?
