It imposes expectations of how students see themselves as learners. I was in the lowest level for math. Teachers who taught the lower levels would frequently discourage students from moving up and just have students complete busy work. The teachers I had for my honors English would constantly try to help engage us in the learning and would encourage us to move up to AP and opportunities outside the classroom.
