         <description><![CDATA[<div><br>The causes are:<br>-They do not have access to facilities that help them in terms of government .<br>-Education as an institution instills notions of inequality as it brings them down.This means no progression financially.<br>-Areas within Sydney, i.e overlooked, no help is given and government money is concentrated in area of interest i.e CBD or wealthy suburbs.
