Per the principal, conditions in the neighborhood furnished high truancy rates and discipline issues. The city superintendent stated that many of the students were "incorrigible", would not follow school rules, were behind in their grades, and had health problems that would interfere with their ability to learn. Elizabeth herself even noted in her article that the students felt school had nothing for them.
