Trump thinks he has done the most work to change the economy but Obama disagrees. Obama thinks that all the of jobs, and employment rate has still been the same since 2015 & 2016. The Republicans agree with Trump in call it a miracle but Obama had to remind them of the true facts.

Failing New York Times agrees on how Trump is changing the economy for the better. The Republicans and New York Times and the Senators agrees that Trump is doing an amazing job to change and make the economy better. But The House of Representative states, "There are, to be sure, reasons that the economy could slow. First is the real possibility that Democrats take over the House of Representatives in November. Promises to impeach President Trump, roll back tax cuts and reverse significant regulatory relief would go a long way toward undermining the confidence with which CEOs are investing today." So they really don't like what he is doing to the economy and they feel the change is not that big.

We don't know where Trump got this number and we don't know what factors affect the rating either.
