Ascertain the actual situation on the ground through partners and government colleagues.<br>2. Check with UN sister agencies on their involvement and possible response<br>3. Convene section chiefs to provide updates on the various sector's work in that area and establish more ground contacts<br>4. Set up a crisis management teal chaired by the Representative<br>5. Draft a holding line to be approved incase media calls for an interview<br>6. Coordinate with regional colleagues on how to respond as a country office<br>7. Assign Comms colleagues to monitor teh situation with regular updates to Comms Chief and thereafter to Representative.<br>8. Withold all media interviews till ample information is available.<br><br></div>]]></description>

         <description><![CDATA[<div>This situation is heartbreaking and horrifying. At this juncture in the crisis, little is known about the actual age breakdown of the victims, but population statistics make it highly likely that children are involved.<br><br>Steps to plan for crisis communication:<br><br>1. Assemble a crisis communication team/cell which includes the highest UN rep in the country, heads of agencies whose mandates have direct linkages to the dynamics of this crisis such as UNICEF and the UN Peacekeeping mission, and any comms or technical specialists in those agencies that can help finesse the substance of messaging<br><br>2. Confirm what information is known, and what information is yet to be verified. Begin fleshing out whether options are available through government, law enforcement or civil society partners to get authoritative information that we may be lacking at this juncture.&nbsp;<br><br>3. Draft key messages about the tragedy and the UN's response to support affected families/survivors and to support the country's response to this attack. Strong condemnation of the attack based on child rights and human rights principles must be central to this messaging. Expressions of solidarity with the survivors, victim's families and the country's official response mechanisms must also be stated.<br><br>4. Prepare for difficult questions. The Comms Chief in the video mentioned that while there had been an uptick in violent incidents involving children, there was no specific intelligence suggesting an attack of this magnitude would take place. Considering the presence of a UN Peacekeeping mission in the country, questions may be asked on whether the UN or national law enforcement agencies had any suspicion that such an attack was imminent. Reiterate the role of UN peacekeepers in the context of the country's own national security apparatus.<br><br>5. Nominate the main spokersperson(s) for this crisis who will speak not only during the main initial response, but whose voices/quotes will continue to be used throughout the UN's response to the crisis - to ensure consistency. Equip these spokespersons with key messages and holding messages they can use as comments are sought beyond the initial statement.<br><br>5. Prepare rollout of key messages through various distribution platforms: press conferences, interviews with media, digital media statements, solidarity statements with other entities such as national leaders.</div>]]></description>

In addition, prep some senior national technical officers to back the RC and spokespersons, particularly in engaging local-language media, and to provide more detailed responses in support of.<br>- engage with government, as well as other non-state actors and local NGOs, to have a balanced account of the event; as well as, later on, settling the accountability lines<br>- work with the Ministry of Information (or anything equivalent of), to align on the reporting of the event<br>- from the RCO-level, mobilise UN agencies for their respective mandates<br>- prepare to amplify the event (along with the key messages) to HQ in New York and Geneva, ie, Palais briefings on Tuesday/Friday; and pitch any story solidified to major national and international press.<br>- monitor all the chatter, and cross-check with all information gathered from the ground. These can be used to augment the messaging/holding statement.<br><br>Apart from UNICEF (due to the large number of children affected), I would engage:<br>1.&nbsp; WHO along with the Ministry of Health and social services sector, to assist in providing the immediate health needs for all affected -- both those who survived, and for those who lost lives in terms of safe and dignified burials, particularly because most of the victims would be from the poor/marginalised sector.<br>2. UNHCR for those who would be displaced and/or left homeless.<br>3. The RCO, along with the UNDSS, to stay on top of the messaging, and to ensure the safety of staff responding to the event. If there is a UNIC in-country, they would ideally usher the RC's media engagement; backed by all UN agencies working on the ground providing all the updated information.<br><br>Beyond organisations itself, I would support the mobilisation the following, as they, too, could be good sources of stories and social media content later on:<br>1. Health and protection clusters, to ensure the treatment of and proper debriefing for survivors; as well as to locate and reunite especially children with relatives.<br>2. Country- and regional-level Crisis Cells/Teams, to be ready for the comms efforts.<br>3.
