The small states wanted equal power and the big states wanted more power than the little states. This argument nearly broke the country. The Great compromise was made when the two leaders of the plan couldn't agree. The compromise was made by Roger Sherman. The compromise was that the house of representatives would be based on population. The senate would be equal representation. To enact a law, the plan was that both houses would have to agree. It was debated for months and was also agreed about by everyone. The system introduced helps the states have equal power despite the size.
