Even though most slaves were free by then, they had strict rules, boundaries on what the black Americans could do. In Document A it shares "No person of color, whether free or slave, shall be allowed to preach to, exhort, or join in any religious exercise..." showing that they put guidelines, strict rules on what these newly free citizens could do. It also shares, "Any Negro found drunk, within the said parish shall pay a fine of five dollars," showing the difference between the black and white citizens of America and how they were treated.

Progress for Americans was slow because although slavery was abolished, the black codes did not protect the rights of African Americans. The Black Codes stated:
- No African American can learn how to read nor write.
- No African American may practice any religion
These examples are few that refuse the rights that built America which includes equal opportunity as well as freedom of speech, religion, etc.

Progress for Americans after the civil war was very slow. Even though slavery was ended the African Americans didn't have their freedom. The black codes casted yet another shadow over the lives of African Americans. For African Americans who were taught or know how to " read or write either written or printed characters.....shall be punished by fine and whipping, or fine or whipping, at the discretion of the court" (Georgia). The white citizens are making it impossible for an African American to live a free and equal life in America. The African Americans "shall not be permitted to rent or keep a house within said parish"(Louisiana). If they can't rent a house, read, write, or get punished for the things that the people of porcelain color can get away with then how can they live a happy life?

American progress after the Civil War was slow because although many amendments were created to make people more equal, other laws were imposed that limited the effectiveness of the amendments. This is evident when most states say that African Americans cannot not do religious practices. Another example is that African Americans cannot meet together in the black codes of Louisiana.

Even when slavery was abolished after the civil war, the black codes that were made, pretty much denied African Americans of their rights. "No Negro shall be allowed to pass within the limits of said parish..." Progress was not happening, we were not making everyones rights equal instead they were the same.
