Think about people leaving ketchup spread on the tables in the cafeteria. (It's one of the worst messes to clean up.) Should TA (1) appeal to student's better nature and ask them to clean up after themselves, (2) provide ketchup in a container that makes it impossible to spread on the table, or (3) add a cost for those who want to use ketchup i.e. people would have to pay extra for ketchup.
