Whom: The government and the local residents SHOULD be involved, however the government is very hands-off, as they claim that Venice is already in great debt so they can't help
How: The beginning of the solution already exists in what Venetian residents are doing: fixing up the houses themselves. However, as stated earlier, this is a very expensive solution. Thus, what could be done instead of simply leaving the residents to foot the bill themselves, the government could provide support and resources (e.g. discounts and priority on purchasing land for Venetian residents who prove that they want to live in that space and not just rent it out for Airbnb, easier access to building materials, etc.) which would greatly ease the financial and physical cost on the residents who fix up and improve these abandoned lots.
Who: Both the government and the residents, as for the residents, it would be easier to acquire living space and to improve that living space for living for great amounts of time in that space. For the government, it would be a more long-term solution which would improve the overall infrastructure of Venice and improve some of the crumbling facades. Additionally, by prioritizing residents instead of tourists who come off cruise ships and what not, more money would remain within Venice instead of leaking out.

A government policy of required residency on the premises, enforced for a certain period of time. Also home ownership could be regulated, with penalties for 2nd or 3rd home ownership to encourage new owner opportunities.

What: The issue of there being very little to no revenue from the tourist industry into the community itself. So, there is no way for the venetians to economically sustain themselves, also there is such a large amount of tourists coming into venice that there is a need for regulation.
Solution: There could be a governmentally implemented tourism tax which would get funneled back into non-tourists dominated industries. Also with the tourism tax it will make it more expensive to go to Venice and that will eventually regulate the amount of tourists that come in, due to it becoming more expensive. Solutions to protect small businesses begin with throttling the economic cannibalism of the cruise ship industry.

A potential solution, like in a “Theme Park” is that cruise ships could issue credits / coupons to incentivize spending in small businesses in Venice that are local.

In order to combat the over-abundance of Air bnb's, we suggest increased regulations of short term rental homes similar to the town of Revelstoke. By restricting short-term rental homes to specific zones of the city, we would reduce the displacement of locals, in addition to containing the unruly tourists to smaller areas. Whom: Tourists should educate themselves on how to responsibly spend money to help locals like small businesses, supporting farmers and buying artwork/crafts. 
How: More education about tourism and the standards of how to be respectful when entering another country. Understanding the importance and thinking critically about their spending and how tourism is a transaction, especially for the locals. 
Who: Local people in these destinations. And local economies can help them grow their markets as more independent of tourism.
