         <description><![CDATA[<div>In September of 1787, George Washington was the first to sign the document and then 39 delegates at the convention did the same. In order for the Constitution to become law, it had to be ratified by 9 of the 13 states. Delaware was the first state to ratify in December of 1787, and New Hampshire was the ninth&nbsp;and final state in June of 1788.</div>]]></description>

         <description><![CDATA[<div>Constitutions primarily address the issues that arise in a specific time period. Much of Fiji's Constitution was dedicated to eliminating racial limitations and preventing the governmental issues that were plaguing the country at the time. As for the US Constitution, issues such&nbsp;as the abolition of slavery and the organization of the government were addressed simply because those were the issues that needed to be resolved during that time.</div>]]></description>
