         <description><![CDATA[<div>This article follows Charles "Andy" Williams and Lionel Tate, both of whom were tried for murder during their teenage years as adults. This sparks the question of whether or not trying teenagers as adults is the right things to do. On one hand, experts say the adult justice system will not help people like Williams or Tate. They believe that kids should be rehabilitated within the juvenile system because they are kids and do not have the experience to weigh what they are actually doing. Jeffery Fagan, a professional who studies Violence and Violence prevention at Columbia University said, "Well, nothing could be further from the truth. They're kids and that's what makes them kids. I don't think any of the people in the school shootings weighed costs and benefits before they did what they did, and they had plenty of time to think about it. I don't think anything was going to deter them. … they were driven by emotional and psychological factors."  On the other hand, others believe that harsh punishments are needed in order to set an example to prevent others from committing more violent crimes. </div>]]></description>

         <description><![CDATA[<div>According to the article, criminal activity begins around the age of 10 and peaks during teenage years before declining as the person reaches adulthood.  Minor lawbreaking throughout America has been proven to be universal through a number of studies. However, in high-risk areas, violent crimes in adolescents peak around teen years and decline once the child hits adulthood.  In addition, according to the article, those who offend in earlier years are more inclined to offend again. </div>]]></description>
