His reconstruction plan called for amnesty and restoration of property except for slaves to all Southerners who will swear loyalty to the Union.          <description><![CDATA[<p>Southern legislatures drafted "Black Codes" which kept white supremacy. The laws have restricted Black citizens.  Freedmen were prohibited from work except form working in the fields. Black people refusing to sign labor contracts could have been punished, unemployed black men were seized and auctioned to planters as laborers, black children could be taken from their families and made to work.</p>]]></description>
