Section 504 of the rehabilitation act of 1973 was the first federal law that prohibited discrimination of otherwise qualified individuals because of their disability. It provided equal access for individuals with disabilities, like Sadie.

The Education for all Handicapped Children Act of 1975 establish the least restrictive environment (LRE) and equal access to education for students with disabilities. Sadie benefitted so she could reach potential and later go on to post-secondary education.

The Tech Act of 1988 provided first formal legal definition of assistive technology and set the stage for additional AT services/technology for students with disabilities. It provided funding to develop programs to meet the AT needs of individuals with disabilities, which positively impacted individuals such as Sadie who need AT devices and services.

The Americans with Disability Act 1990 is a civil rights law that set the stage for equal access for individuals with disabilities in the public sector and accessibility were e.g. federal government and public entities such as educational institutions. Barred employment and educational discrimination. Sadie and individuals were provided federal protections and must be reasonably accommodated.

Idea 1990 1997 and 2004 is the basis for guaranteeing a free and public education for students with disabilities the 1990 revision included the traumatic brain injury and autism categories and also included procedural safeguards. Ensures special education services and related services provided to students with disabilities, like Sadie are provided. The 1997 version includes transitional services from high school to adult living focused on improving transitional services from which Sadie benefitted to increase chance of post secondary success. AT devices and services become a consideration for every student being evaluated for an IEP and if appropriate provided at no cost to parent. IDEA 2004 IDEA 2004 included additional technology, RTI and the SLD category.

Fundamentally I believe there needs to be a paradigm shift and how special education services are delivered within the public school system and how those services are monitored and evaluated at various levels of government. For example, schools staff should be educated on AT services and the process for evaluation.

Individuals such as Sadie benefit from the progression of federal laws such as section 504  rehabilitation act of 1973 which prevents discrimination because of her disability the tech act of 1988 provide a precursor to assistive technology that serves as a tool to have a voice and fuel her passion.
