In the begging of the book Ralph has the most power because he has the conch,  in which he called all the reaming kids on the island. Ralph establishes rules and try's to build a civilised society, meanwhile Jack, Ralph's opposing force is becoming more of a threat as all he wants to do is hunt. This later causes a ship to pass by and leave, Jack and his hunters were suppoesd to keep a fire going so a ship could see them and rescue them. Jack and his hunters go hunt and let the fire go out.
