IMO, I think Saroos true hom is both Australia and India because both places have people and experiences that both are valid and important. As seen in the beginning of the movie, Saroo is with his brother, they return home where his mom and other sibling is, and you can see that he feels warm and safe there. And when you feel you're at home you feel safe and warm, the same emotions or feeling Saroo was feeling when he was with them.
