He was emperor for almost 4 years, from March AD 37 to his death on January 24 AD 41. During his first few months as Emperor he was admired by everyone and as many as 160,000 animals had been sacrificed to welcome the new ruler. In October of AD 37 he fell ill and could have been poisoned, this is what is said to have caused him to exile and kill everyone close to him. Claudius was Emperor after Caligula was murdered. 
During his reign he had several public reforms. The most significant was bringing back democratic elections. He also allowed new members into the equestrian and senatorial orders. Rome began to have financial issue because of his gift giving and extravagance. In order to pay for the debt Caligula began to fine and even kill rich individuals so he could use their assets. Caligula was also said to have slept with other men’s wives and his sisters, and killing for mere amusement, and trying to make his horse part of the consul.

The powerful emperor, Tiberius adopted Caligula and made him and his cousin Gemullus equal heirs to the empire. When TIberius died, Caligula’s ally Marco the Praetorian arranged for Calligula to become Emperor. Caligula had become emperor at 25 in the year 37 A.D. He used his Emperor title to live out his lavish desires. Caligula rolled around in a piles of money and often drank pearls that had been dissolved in vinegar.

Caligula had drained Roman’s treasury faster than it could be replenished. He had introduced a heavy taxation to pay his personal spending. He placed a taxation on prostitution and is said to have opened a brothel in one of the wings of the palace. In 39 AD he announced the revival of the treason trials. The trials were full of blood and introduced terror in the end of Tiberius’ reign. He had conspired to kill many of his Roman allies

Caligula was an extreme tyrant, he killed people when he was bored and heavily fined and even killed people to pay for his extravagance. His excessive spending and poor use of resources led to financial crisis and a famine during his rule. He also killed almost everyone that was close to him because he feared for his safety. He participated in incestual relations with his sisters and had 4 wives during his rule.
