They were actually written by Thomas Jefferson and James Madison. The KY and VA resolves argued that "the federal government had no authority to exercise power not specifically delegated to it in the Constitution." They further argued that the states could interpose their authority if the government threatened the civil liberties of American citizens by exceeding the limits of the Constitution. When writing these resolutions, Madison and Jefferson to encourage the public to join the Republic cause. These resolutions would later serve as the main source of the states' attempt to nullify federal laws.

People were also frustrated that he violated the rights that were guaranteed to them by the Bill of Rights, specifically the first amendment. Additionally, Americans were frustrated that Adams damaged the relationship with America's first ally, France. Furthermore, the Act divided his political party, the Federalists, and weakened their overall influence and credibility. Moreover, the Alien and Sedition Acts, managed to ruin Adam's credibility and popularity.
