         <description><![CDATA[<div>1. Bluntly, the Rwandan Genocide spawned from the colonial efforts of Belgium and Germany, which pitted two ethnic groups against one another. The colonization of Rwanda and the surrounding Belgian Congo created the conditions for ethnic cleansing and conflict. The colonial structures of power put in place by colonizers in Rwanda, such as an ethnically-ordered governance system, persisted after the country's independence in 1962.<br><br>2. Canadian involvement centered largely around the UN Mission to Rwanda (UNAMIR), designed as a peacekeeping mission. Indeed, this was not Canada's first time discussing concerns over Rwandan human rights, often providing aid to the country. However, various reports suggest that Canadians should have attached more conditions to their foreign aid, as they were hesitant to altogether. This essentially left the UN Peacekeeping Troops defenseless, while also hindering their ability to stop the genocide. Since the Rwandan genocide occurred in about 100 days, the lateness of the UN Resolution that created the peacekeeping troops and its general lack of "teeth" (effectiveness) hamstrung the efforts significantly.</div>]]></description>

         <description><![CDATA[<div>1. Overall communication improvements could have led to better evacuation and awareness.&nbsp;<br><br>2. Canada's involvement was leading the UN mission. Canada's initial intentions were good and appropriate but it also seems that the resources were given to the wrong hands and taken to inappropriate measures more so by the UN. More assistance/things could have been done ultimately. The UN's decision to pull out of Rwanda.<br><br>3. Russian power collapsed and guns were put in Rwandan hands for very cheap, superpowers involved. The differences between Rwandans. Countries like the U.S. also were avoiding conflicts that they didn't understand - some claim that the U.S. in fact knew about the genocide going on but "just didn't care."</div>]]></description>
