Taxation of smoking-Tobacco taxation is a key policy to reduce tobacco use and its health consequences. Tobacco taxes are levied on tobacco products, such as cigarettes and e-cigarettes. In the Philippines prior to the sin tax reform in 2012, previous tax increases were aimed only at raising revenues. A main objective of Republic Act (RA) 10351 or the Sin Tax Reform Act of 2012 was to reduce tobacco consumption, taking into account both price elasticity and income elasticity of demand, as well as inflation and changes in household income, to make tobacco products less affordable over time.

Philippines: In 2023, the specific excise tax rate for cigarettes was PHP 60 per pack of 20 cigarettes.
