Er hatte zur Durchsetzung seiner Interessen 1884 die Gesellschaft für deutsche Kolonisation gegründet, begann danach, mit einheimischen Häuptlingen Verträge abzuschließen, durch die Land zu minimalen Preisen verkauft wurde. Nach Abschluss der „Kongokonferenz“ erhielt Peters für sein Vorhaben durch Kaiser Wilhelm I. 1885 einen Schutzbrief für Ostafrika. Er hoffte auf wirtschaftliche Prosperität, insbesondere durch Baumwollanbau.

Zwischen 1905 und 1907 kam es im sog. Deutsch-Ostafrika (heutiges Tansania) zu einer kolonialen Widerstandsaktion gegen die deutschen Besatzer, bei der zwischen 75.000 (deutsche amtliche Angaben) und 300.000 (tansanische Historiker) ums Leben kamen, aber nur 15 Deutsche.
