I believe the creature is human because, despite he does cause harm, he does it because of personal reasons, not wild ones like an animal or monster would. For example, when he killed William he said, "My enemy is not impregnable; this death will carry despair to him, and a thousand other miseries shall destroy him" (113). This means that when he killed William he did it to purposely harm Victor, not just because he felt like it. This shows that the creature was impatient and wanted to check in on the progress of the promise just like a human would have.
