Some colonists didn't care about the act and still created forbidden iron creations in the colonies. England thought that the colonies had more iron than them in so England wanted to try to boost their iron inventory and slow the colonies down until England can catch up.

Having self rule would be the goal back in the creation of the new world. When the colonies were young the house of Burgesses was made to try to govern Virginia however they wanted to. This shows self rule and an indirect democracy. Then the Mayflower Compact was signed which created the idea of government in the new world. After these events self rule is going great until England starts to implement their acts the wool and the iron act were restrictions for the colonists. This didn't allow them to trade wool and also forced them to give a lot of their iron inventory to England. Then we see the navigation acts which makes it so colonies can't trade because England wants to have a little experiment to see if they can be self-sufficient. The molasses act didn't do much because smugglers helped everyone out with the molasses. Then salutary neglect was a big way self rule became shown again. During Salutary Neglect you can trade what you want without restrictions if you give a little bribe. This became a go to for a lot of merchants and it made it easier for the colonist to trade again which is something that England previously restricted them with.
