         <description><![CDATA[<div>the first issue the convention faced was determining the # of representative each state got. An augment arose as larger states believed that representation should be based on population which created the Virginia Plan and the small states believed that each state should be equal regardless of population which created the New jersey plan. The great compromise was the compromise that solved the dispute over rep. in congress.</div>]]></description>

         <description><![CDATA[<div>The southern States believed that they should count slaves as part of the population so they would receive more rep. in congress but shouldn't be forced to pay taxes for their slaves. Though the Northern states understood where they were coming from, they believed that southern states should pay property taxes on slaves if they would receive rep. in the HOR. </div>]]></description>
