This document is a government record, more specifically a collection of orders or public warnings communicated by an authority. It dates back to 1822, titled "Colección de Bandos publicados es este Imperio el año de 1822", it evidently comes from the era of the first Mexican empire, Iturbide's. 
Purpose – 
The purpose of this source is to mandate and guide the community. This specific collection had an exerpt that talked about and dealt with festivities. 
Value – 
The value of this document for historians is very big. This given because it provides a direct glimpse into how society was structured, it shows rules and obligations that the community followed and implemented during a very monumental part of Mexican history, the first empire. Not only does it show that, but these collections of orders when compared with other regions or times could show clear evolution characteristics in how society worked and what was ordered of the community.
Limitations – 
Limitations with government records that are public, or that were during that time, is that it is not guaranteed that what is shown in this document is all that went on.
