         <description><![CDATA[<div>They where controlled because if they were controlled by the south, the south might have very well have won the war because the south would have also seceded with the border states as well as significantly increase their resources and such. But they were also needed to be controlled because if they were not, the north would have been cut off from D.C. and caused trouble for the north. They were controlled by maybe some unconstitutional acts made by the president while congress was out of session.</div>]]></description>

         <description><![CDATA[<div>President Lincoln controlled the border states through dubious legality because he could not use the same moral persuasion that he used in the north. Lincoln knew he had to control these border states in order to win so this was important. </div>]]></description>
