The government also helps keep the food supply, army, and he keeps the culture alive. According to Government article paragraph 7 Hammurabi's code the text states "This was a set of 282 laws that were carved into stones and placed in public areas so that everyone could see them."</p>]]></description>

Someone may say that food supply has more influence because if you have a good food supply everyone will be happy, you could pay people food to get more food, and people won't be hungry. But with a government you have more control over that, you could make people work more efficiently and you could pay better. Governments also drive their communities for more, so the government will just start wars with other cities and take their land and food for their civilization to grow. This would also make more job opportunities since you have more land. This goes for all the other elements like religion since the government can help promote and grow the religion of civilization. This will help so more people are interested and more population.</p>]]></description>
