         <description><![CDATA[<div>Who had power in  Rome?-The Patricians and the Plebeians had high government positions. The Plebeians were not allowed to have government office but they were allowed to vote. There was an emperor and he lead the city and country, and then there was the senate  and they had some power but not as much as the emperor. Most of the political leaders were very wealthy and had farms and large houses. </div>]]></description>

They made laws in the court and urged a countries law.
