         <description><![CDATA[<div>1. The rulers in Kipling's poem are extremely persuasive and need to be obeyed no matter the suffering the people have. The only way to succeed is if every single person participates and follows the ruler, and there must be hardships along the way or the mission isn't possible. <br>2. The burden to the white man was the citizens who caused him trouble and did not follow his rules or laws. He beleived that white men were superior, and those who didn't agreed were making his beliefs less enforced. <br>4.  The moral of the Black Man's Burden is that africans have a much harder life in society. <br>5. </div>]]></description>
