A group of people including Isaiah were dosed with unknown serums and sent out on missions in unstable health conditions and some died off; some were caught during a mission and Isaiah saved them when overhearing a planned bombing to hide evidence who were those captured, Isaiah saved them but got tortured and experimented on in return for the next 30 years.

Government scientists erased Isaiahs's existence and history from the fear of being exposed to the public about what they did to him and made it seem Isaiah was at fault for being in jail. Isaiah stated he's not the only one who has endured actions such as these: they have been doing that for 500 years and that is who Sam pledges allegiance to. A nurse who pitied Isaiah made up false reports declaring him dead and handed him letters from his deceased wife he never received who passed during his time in captivity. Sam tries to convince Isaiah to speak out on his trauma because things are different but Isaiah states his fears of not making it through the day if he does not stay declared dead.

Isaiah mentions the way America wants the blonde hair, blue eyes, stars and stripes and great white hopes don't mean anything good for him. Even though Isaiah was also a super soldier like Steve, he wasn't led down the same pathway Steve was given. Isaiahs strongly believes society would never want a Black Captain America, nor should a self-respecting black man want to be.
