KEY INFO: Over 1.3 million Pantawid Pamilyang Pilipino Program (4Ps) beneficiaries in Mindanao are expected to receive their Unconditional Cash Transfer (UCT) grants from the Department of Social Welfare and Development (DSWD).

Similar to the Pantawid Pamilyang Pilipino Program, the MCCT is the government’s anti-poverty alleviation program that is designed to reach out to families who are definitely poor and vulnerable.

KEY INFO: Secretary Soliman held talks with Ms. Cousin in the sidelines of the 3rd United Nations World Conference on Disaster Risk Reduction (3WCDRR being held from 14-18 March 2015 at the Sendai Conference Center, Sendai, Miyagi Prefecture, Japan. Secretary Soliman is Head of the Philippine Delegation to the 3WCDRR and co-chairs with Ms. Cousin the Working Session on Preparedness for Effective Response.

Secretary Soliman conveyed to Ms. Cousin the appreciation of the Philippines for the support of the WFP to programs in conflict-affected areas in Mindanao and the immediate and ready assistance during Typhoons Haiyan (Yolanda) and Hagupit (Ruby). In response to the destruction caused by Typhoon Yolanda in Central Visayas in November 2013, the WPF gave food and cash benefiting over 2.9 million Filipinos including 95,000 children and transported humanitarian cargo totaling 27,730 cubic meters on behalf of 39 different humanitarian organizations.

On top of the regular Pantawid, WFP also provided emergency cash assistance of PHP 1,300 or USD 30 per family per month to 101,038 Pantawid beneficiaries in Region VI and VIII. In sum, the WFP provided a total of PHP 262,438,800 (more or less USD 6 million) to the Pantawid beneficiaries from November 2013 to October 2014.

KEY INFO:This case study report forms part of the findings from a Cash Learning Partnership (CaLP) study on inter-agency collaboration for the delivery of Cash Transfer Programs (CTPs). The relationship between various forms and levels of inter-agency collaboration for the delivery of CTP and the efficiency and effectiveness of these programmes was examined via four case studies.

The Philippines Cash Working Group (CWG) was selected as a case study to illustrate highly collaborative Cash
Working Group forms of inter-agency collaboration for sector-focused cash assistance, with informal relationships
and separate funding flows between members. It is distinctive from the other cases in that cash assistance is
provided as part of a disaster response, including in preparedness, immediate and early-recovery response
activities.

Membership of the CWG has proved to be a strong entry point for a number of partnerships between the agencies; some examples include an Oxfam and WFP program currently working on the delivery of assistance in locations affected by the protracted crisis in Mindanao.
