In order to have a unified and welcoming school culture, the teachers must also be unified with one another. Schools are places of acceptance and learning, and in order to preach the culture that you desire your students to enact, the staff and community must also share in that culture.

Be a trusted adult for you students in an all encompassing pattern of support. When the student is shown trust, support, and investment their learning abilities bloom. :)

Strong school culture is only successful if the the staff culture is strong which will trickle down to the students then to the community.
