         <description><![CDATA[<div>According to <a href="http://www.dps.texas.gov">www.dps.texas.gov</a> is states, :The Texas Compassionate Use Act (Senate Bill 339) was enacted by the Texas Legislature in 2015 (84th Legislative Session). The bill required DPS create a secure registry of physicians who treat epilepsy for the purpose of prescribing low-THC cannabis to patients who have been diagnosed with intractable epilepsy. In addition, the bill required DPS to license at least three dispensing organizations by Sept. 1, 2017, should they meet the requirements. The license authorizes the organizations to cultivate, process and dispense low-THC cannabis to prescribed patients.<br><br></div><div><br></div>]]></description>

         <description><![CDATA[<div>This year, however, legislators on both sides of the aisle made progress toward loosening and removing those restrictions. While Texas Gov. Greg Abbott won't have any bills coming across his desk in 2017 to reform the state's marijuana policies, there are signs that he or his successor might get an opportunity to do so in 2019. With an eye toward what's coming, let's take a look at how several marijuana bills performed this session. One of the biggest positive steps for marijuana reform in Texas in 2017 happened here in Dallas. On Dec. 1, the city began issuing citations, rather than making arrests, for possession of less than 4 ounces of marijuana. Those busted are still subject to the same penalties as they were before Dec. 1, but Dallas' small step forward came after years of false starts and hard work. In other Dallas County cities, those arrested for pot possession alone will be released on personal recognizance bonds once they are processed, rather than being required to pay bail.”</div>]]></description>
