Leasu, who became the shogun, moved the capitals power base to a fishing village, Edo.
By Mid 1700s Edo, the fishing village, became perhaps the largest city in the world.

Although the Emperor is the top rank, its really just a figurehead, as the real ruler is the Shogun.
