San Bernardino Valley Union Junior College District was established. Classes were held at San Bernardino High School and Colton High School, and over 300 students enrolled Fall 1927.

2019: AB 705/1705 Implemented at SBVC

After AB 705/1705 passed, SBVC implemented this legislation, seeing an improvement in completion rates of transfer-level math and English courses within one year.

2020: COVID-19 Pandemic

In March 2020, the COVID-19 pandemic disrupted our campus, moving all classes online. This resulted in a sharp decrease in enrollment.

2015: Beginning of the Starfish Journey

1929-1933: The Griffing Presidency

Student enrollment continued to increase, with over 700 day students registered in the fall of 1932. Most students planned to transfer to four-year schools, and the curriculum continued to emphasize academic subjects.

1933-1942: The Ricciardi Presidency

Enrollment during this period was relatively stable, fluctuating between 700 and 1,000 students per semester. President Ricciardi established a separate Evening College, made up of three divisions: vocational arts, social arts, and professional arts.

1942-1958: The Lounsbury Presidency

When the U.S. entered the war, the number of male students on the campus decreased drastically. After the war, surplus buildings were also brought to the campus to provide additional offices, classrooms and space for student services. There was also increased enrollment and a change in age and interest of the post-war students, where more students were interested in achieving immediate occupational goals, such as in the business and technical fields.

1958-1966: The Sheffield Presidency

The campus was enlarged to its present size. Seven major buildings were constructed, and the students, faculty and staff more than doubled in numbers.

1966-1967: President McDaniel and the Transition to a Multi-College District

President McDaniel believed in "mutual trust and shared responsibility" as the basis of his administrative philosophy. He constantly stressed the role of the college as a service center for community educating, stating that "a junior college should aim at creating a great community, rather than creating a great college."
In 1967, a new multi-campus district administrative organization was approved, with a second campus in Yucaipa.

1967-1986: The Jensen Presidency

The civil rights movement resulted in more minority students. Occupational courses were in great demand, and courses in psychology and philosophy also became more popular. Racial and political confrontation came to the campus early in the Jensen administration, leading to the establishment of the Black Student Union, a Chicano Cultural Center, and a "free speech area" with a permanent podium.
The passage of Prop 13 and the introduction of state-mandated tuition in 1984 also had an impact on the college, where student enrollment dropped below ten thousand.

1986-1990: The Rivera Presidency

The combination of decreased enrollment and limited funding led the Board of Trustees to encourage the retirement of older tenured faculty by offering a severance bonus. The Richardson Astronomical Observatory was also restored.

1990-1997: The Singer Presidency

State mandated tuition increased, resulting in a sharp drop in enrollment. An earthquake in 1992 damaged the library, leading to a seismic report on the vulnerability of the campus to future seismic activity. The results of the study revealed that seven of the fifteen buildings would need to be taken down.
The college also faced two lawsuits. One complaint, lodged in 1992, charged an English professor with creating a hostile environment, in which the U.S. Ninth Circuit Court of Appeals ruled in the professors favor, resulting in a landmark sexual harassment decision. In 1995, another student filed a suit because she was not allowed to enroll in an English class designed to provide supplemental support for minority students.

1997-2002: The Caballero Presidency

Dr. Sharon Caballero invigorated the campus arts and lectures series, committed to erect replacement structures, and grew the campus technologically. The MESA (Math, Engineering, Science, Achievement) program and the Middle College High School Program were established.

2003-2007: President Whittaker and the Millennium Refresh

President Whittaker developed Valley’s first coherent, collegewide strategic plan with the College Council. The council set goals for campus culture and climate, academic excellence, technology, facilities and campus environment, and community relations. The faculty also developed Student Learning Outcomes and Core Competencies to provide clearer benchmarks for student learning and success.
Whittaker worked to improve the college’s relationship with local schools to improve educational opportunities for students throughout the community. She left the college with a 25-year plan for new construction, as well as with new mission, vision, and values statements.

2007-2012: The Daniels Presidency

The Valley-Bound Commitment launched in 2008 to provide eligible students from local high schools a free first year of college, with a goal of increasing student success and the region’s college-going rate.
Valley’s efforts as a Hispanic Serving Institution were with a five-year cooperative STEM grant to improve and expand programs to Hispanic students by increasing enrollment, graduation, and transfer rates. A student support services grant was also awarded to continue the STAR (Success Through Achievement and Retention) Program, which provides support services tailored to the needs of students from under-represented groups.
The 2007 economic crisis led to increased enrollment and severe state budget cuts, so Valley College cut classes and programs and offered early retirements.

2012-2013: Interim Presidencies

Outreach and educational programs brought younger students from the surrounding area to the campus. Valley College students were supported in their educational goals through special programs that offer counseling, financial support, and other types of guidance tailored to Valley’s student population, such as the First Year Experience Program, the Dreamer Resource Center, Valley-Bound Commitment, and STAR. In April 2016, the success of these and other programs became evident through data showing that over the previous five years, there was a 36% increase in students graduating with degrees and certificates, even with an 8% drop in enrollment.
