         <description><![CDATA[<div>Categorical grants is when the federal government gives states money but the states are required to spend it only on narrowly defined purposes. This gives the states less power because they don't decide on what to spend the money on, the federal government does. For example head start is preschool for toddlers and the federal government gives states the money to spend on specific stuff.<br>Federal mandates is when a law is a proved by congress and the states have to comply with the law. An example of federal mandate is The Americans with Disabilities Act of 1990, this act is required by the federal government and the states need t<br>o follow this law. <br><br><br></div>]]></description>
